安理会美国立场文件:最新形势下的朝核问题 - [国际政治]

朝鲜自20世纪50年代末秘密研究核技术以来,一直未放弃有核进程。2006年10月9日,朝鲜不顾国际社会普遍反对,悍然实施核试验。2009年4月5日,朝鲜更无视安理会第1718(2006)号决议,恣意发射导弹。面对国际社会的一致谴责,尤其是安理会2009年4月13日的主席声明(S/PRST/2009/7),朝鲜竟声称退出朝核问题六方会谈,并威胁将按原状恢复已去功能化的核设施,同时无理要求联合国安理会作出道歉,公然挑衅联合国的权威。美国认为,朝鲜是在朝错误的方向迈出了严重的一步,其行为加剧了朝鲜半岛及东北亚地区的紧张局势,极大地威胁着该区域内外的和平与稳定,安理会有必要针对当前局势采取进一步行动。
深刻认识到核、生物和化学武器及其运载工具的扩散对国际和平与安全构成威胁,美国一直积极推动国际核裁军和防止核扩散进程。美国是《不扩散核武器条约》的首先倡导国、主要起草国和首批缔约国之一。美国认为,根据《不扩散核武器条约》,朝鲜不能具有核武器国家的地位;根据安理会第1718(2006)号决议,朝鲜不能进行任何核试验或发射导弹活动。美国一直主张并积极推动任何有利于实现朝鲜半岛可核查的非核化的行动,维护朝鲜半岛及东北亚的和平与稳定。
六方会谈是解决朝核问题的基本多边框架。美国高度评价中国在六方会谈中所发挥的重要作用。美国要求朝鲜立刻无条件地重返六方会谈,严格遵守和全面落实六方会谈于2005年9月19日所作的《共同声明》及其后各文件和声明。
美国要求朝鲜停止任何挑衅性威胁,尊重国际社会的意志,执行其国际承诺和义务。美国要求朝鲜暂停所有与弹道导弹计划相关的活动,并就此重新作出其原先关于暂停发射导弹的承诺,不得恢复已去功能化的核设施,早日重返《不扩散核武器条约》。美国重申,朝鲜必须完全遵守其根据安理会第1718(2006)号决议所承担的义务,并且尊重安理会在2009年4月13日所作的主席声明(S/PRST/2009/7)。
美国重申,朝鲜应以完全、可核查和不可逆的方式放弃所有核武器和现有核计划,在此基础上,才能讨论向朝提供能源援助以及美朝关系正常化问题。也只有在此基础上,美国才可以考虑启动不再将朝列为支恐国家的程序,并将考虑适时推动终止对朝适用《敌国贸易法》的进程。朝鲜如若拒绝接受相关提议,美国将考虑向安理会提交对朝鲜实施进一步更严厉制裁的决议草案。
Since the start of a secret research on nuclear technique in the late 1950s, North Korea has never given up the access to nuclear weapons. On 9 October 2006, North Korea flagrantly conducted a test of a nuclear weapon, neglecting the wide objection of the whole international community. On 5 April 2009, North Korea even conducted a launch in no regard of Security Council resolution 1718 (2006). Faced with the unanimous condemnation from the whole international community, in particular the Statement by the President of the Security Council on 13 April 2009 (S/PRST/2009/7), North Korea however claimed to withdraw from the Six-Party Talk, threatened to restore the nuclear facilities that had been under disablement process, and unreasonably demanded Security Council to apologize, flagrantly challenging the authority of United Nations. The United States believes, that North Korea is moving a serious step in the wrong direction, that the behavior has increased tension on the Korean peninsula and in northeast Asia and has greatly threatened to the peace and stability in the region and beyond, that it is necessary for the Security Council to take further action according to the current situation.
Deeply considering that proliferation of nuclear, chemical and biological weapons, as well as their means of delivery, constitutes a threat to international peace and security, the United States actively and consistently puts forward the process of international nuclear disarmament and non-proliferation. The United States was one of the primary proposers, key drafters and first concluding countries of the Treaty on the Non-Proliferation of Nuclear Weapons. The United States believes, that according to the Treaty on the Non-Proliferation of Nuclear Weapons, North Korea cannot have the status of a nuclear-weapon state, that according to Security Council resolution 1718 (2006) the North Korea cannot conduct any nuclear test or missile launch. The United States consistently suggests and actively puts forward any measure that helps achieve the verifiable denuclearization of the Korean Peninsula and maintain peace and stability on the Korean Peninsula and in northeast Asia.
The Six-Party Talk is a fundamental and multilateral framework to handle the North Korean Nuclear Issue. The United States highly appraises the important effect China has made in the Six-Party Talks. The United States urges that North Korea shall immediately return to the Six-Party Talk without any precondition, strictly comply with and fully implement the 19 September 2005 Joint Statement and the following documents and statements issued by the Six-Party Talks.
The United States urges that North Korea shall cease the provocative threats, respect the will of the international community and live up to the international commitments and obligations, and that North Korea shall suspend all activities related to the ballistic missile programme and in this context re-establish the pre-existing commitments to a moratorium on missile launching, never restore the nuclear facilities that had been under disablement process and return early to the Treaty on the Non-Proliferation of Nuclear Weapons. The United States reaffirms that North Korea shall strictly comply with the obligations under Security Council resolution 1718 (2006) and fully respects the Statement by the President of the Security Council on 13 April 2009 (S/PRST/2009/7).
The United States reaffirms that North Korea shall abandon all nuclear weapons and existing nuclear programmes in a complete, verifiable and irreversible manner. Only under this condition can the problem of the provision of energy assistance to North Korea and the problem of the normalization of North Korean-US relations be discussed. Also only under this condition will the United States consider to begin the process of removing the designation of North Korea as a state-sponsor of terrorism, and advance the process of terminating the application of the Trading with the Enemy Act with respect to North Korea. If North Korea refuses to accept relative suggestions however, the United States will consider proposing to the Security Council a draft resolution imposing a further and stricter sanction on North Korea.
